California has led the way by creating the California Air Resources Board or CARB. The Ozone Transport Commission, or OTC, is a multi-state organization created under the Clean Air Act.

The OTC is responsible for developing and implementing solutions to ground level ozone problems from the Mid-Atlantic regions to the Northeast. These groups have made great strides in improving air quality in their respective regions. Unfortunately, the ?green? trend has not been readily embraced by the southeast?s painting community.
