When crimes are being committed, it is often easier for people not to get involved than to have to deal with the possible consequences of standing up to a criminal. Whether for reasons of fear, ignorance, or laziness, it seems that most people would rather look the other way then to help stop someone from committing a crime. Environmental crime is no different.
